Kurzfassung


This project explores the interdependencies between authority domains in post-war land reform and their impact on human security. We seek to understand whether the unintended consequences of land reform may pose a risk to or facilitate post-war social cohesion—a key factor for stability and peace. In addressing this issue, the project is guided by the following research question: What effects do changes in cooperation or conflict between state and customary authorities have on human security...This project explores the interdependencies between authority domains in post-war land reform and their impact on human security. We seek to understand whether the unintended consequences of land reform may pose a risk to or facilitate post-war social cohesion—a key factor for stability and peace. In addressing this issue, the project is guided by the following research question: What effects do changes in cooperation or conflict between state and customary authorities have on human security in the context of post-conflict land reforms? Field research, which will follow the ethnographic peace research approach, will be conducted in Sierra Leone, where land reform is regarded a success story and customary actors play a major role in land governance. Conceptually, we draw on political ecology writings and focus on the dimensions of political and community security. The findings of this project will not only advance an understanding of the interactions between state and customary authorities, and land reform and conflict, but also inform development and peacebuilding practitioners through security policy concepts.
