Focussing on water as a resource, the study will provide important insights into the interplay between water shortages and low-key conflict dynamics combining political and economic as well as cultural and historical preconditions causing water shortages through a local to global via a national perspective in the Eastern African Community, in general, and Kenya and Uganda, in particular. Approaching the study of water governance and low-key conflict through local to global via a national perspective, the research project tries to address the interaction between the actors affected by resource governance and conflict at the local level.
